I was thinking about the first point in your list of outcomes even before reading it. This will indeed save millions because a lot of long projects will be canceled. Not to mention that scope inflation ( see: http://www.pmhut.com/preventing-scope-inflation ) will no longer be an issue, as stakeholders will refrain from requesting changes or adding more features just to meet the deadline.
